上海：全国首批无人路测车牌发放

Shanghai today became the first city in the country to give license plates to 15 driverless vehicles, a new stage in the testing process. Sun Siqi takes a look at the trucks, cabs, and buses as tests continue in suburban Lingang.

今天（06/08），上海成为中国首个为15辆无人驾驶车辆颁发车牌的城市，这是无人路测过程中的一个全新阶段。测试在临港新片区持续进行，本台记者孙思齐带大家一起看看卡车、出租车和公交车的路测现场。

Four months after Pudong released a new regulation on autonomous driving, license plates were given to 15 autonomous vehicles. There’re the heavy duty trucks made by Utopilot that run tests on Donghai Bridge.

在浦东发布新的自动驾驶法规4个月后，15辆自动驾驶车辆获得了牌照。由友道智途（Utopilot）制造的重型卡车正在东海大桥上进行测试。

According to previous regulations, these trucks had to have 2 operators on board. Now the company is allowed to test them with the operator steering【驾驶】 them remotely.

根据以前的规定，重型卡车车内必须有两名操作员。现在，该公司可以让操作员远程驾驶，进行无人路测。

“We've collected 1,700 failure scenarios through testing, and we have a solution for each of them. From now on, you'll be able to see driverless trucks running 24/7 on the bridge. These trucks are truly without drivers.”

And the same is true for driverless cabs. They've been tested on 8 kilometers of roads that circle Dishui Lake.

无人驾驶出租车的情况也是如此。它们已经在环滴水湖8公里长的道路上完成了测试。

“The first step is to move the operator to the co-driver seat, and then to the crew seat. To have autonomous vehicles on the road is a serious thing that we need to treat seriously.”

And get ready to pay -- the license allows these vehicles to operate commercially, which means the 3 driverless sightseeing test buses that had been free now cost 1 yuan per ride.

准备好付费吧——这些无人驾驶车辆获得颁发的车牌后可以开始进行商业运营，这意味着之前免费的三辆无人驾驶观光测试公交车，现在每次乘坐需支付1元。

The tests you see today are backed by servers in Lingang that offer superior computational power not seen in other districts. Andthat’s part of the city officials’ plan for Lingang to become the area to test smart infrastructure.

您今天所见到的测试都是由临港地区的服务器支持的，这些服务器提供了其他地区所没有的卓越计算能力。这是上海市计划的一部分，他们希望临港能成为智能基础设施的试验区。

2.LUJIAZUI FORUM DISCUSSES SHANGHAI'S FTZ INNOVATIONS, PROMISING MORE

陆家嘴论坛：聚焦上海自贸区革新

One of the main topics at the Lujiazui Forum today was enhancing the functions of Shanghai’s free trade zone and high-level financial reform. Our reporter Zhang Shixuan was at the plenary【全体出席的】session this afternoon.

今日（06/08）陆家嘴论坛的主要议题之一，是上海自由贸易区的功能提升和高水平金融改革。本台记者张诗旋下午参加了全体会议。

The afternoon session heard speeches from the heads of international financial authorities and institutions as well as from professional economists. All spoke highly of the development of the financial services within the free trade zone.

下午的会议听取了国际金融机构和国际金融权威人士以及专业经济学家的讲话。他们都高度赞扬了自由贸易区内金融服务的发展。

Bruce Karsh, Co-Founder, Co-Chairman & Chief Investment Officer of Oaktree Capital Management

“It deepened our ties with China. We had existing relationships with sovereign wealth funds and insurance companies, and we deepened those ties and relationships. We had a very positive experience here on the QDLP program. And it's been very successful for us. We have the highest number one the 40% market share.”

The developments in the zone have also enhanced international cooperation.

And in the last decade alone, China’s economy has doubled in size and trade with the United Kingdom has grown by 60 percent.”

“从负面清单管理模式到自由贸易账户系统，从取消证券和基金管理公司对外资所有权的限制到债券期货的推出，上海自由贸易区一直在逐步采取重要措施来自由化国际市场。仅在过去十年中，中国经济规模翻了一番，与英国的贸易增长了60%。”

This year marks the tenth anniversary of the establishment of the China (Shanghai) Pilot Free Trade Zone, the first of its kind in the country. Since then, it has become a leader in the country’s reform and opening-up not only in the trade sector, but also inthe financial field, as is being demonstrated and highlighted at this year's Lujiazui Forum. The dense gathering of foreign investment, trade, and industrial innovations has made it a natural environment for innovative financial services, especially cross-border ones. For the past decade, the financial market has been exploring new possibilities for new services-bonds, cash pools and insurance… These achievements have laid a solid foundation for future progress. But the question now is, for the upcoming decade, how will they become part of the widely-applied financial services in the area, and even outside the free trade zone?

今年是中国（上海）自由贸易试验区建立十周年，它是国内首个自由贸易试验区。自建立以来，它不仅在贸易领域，也在金融领域成为中国改革开放的领导者，这一点在今年陆家嘴论坛中也得到了展示和强调。国外投资、贸易和工业创新的密集聚集使其拥有创新金融服务，尤其是跨境金融服务的天然环境。在过去的十年里，金融市场一直在寻求新的服务可能性，如债券、现金池和保险等。这些成就为未来的进一步发展奠定了坚实的基础。但现在的问题是，未来十年，它们将如何成为该地区乃至自由贸易区外广泛应用的金融服务的一部分呢？

“要想进一步大幅度扩大上海国际金融中心建设，着力点可能还是要放在资本市场的主力产品，例如股票、债券、外汇、信贷以及支付等方面，更大程度的市场开放，那么就要求显著提高人民币自由使用的程度，提高人民币可兑换的水平，进一步改革外汇管理体制，实现自由使用和自由兑换也不是意味着100%。因此人民币自由使用和可兑换实现之时，要注意，它会引起国际收支平衡，汇率形成机制的这些问题的关切。”

“To promote the construction of Shanghai's International Financial Center, the primary effort should be on the main products in the capital market, such as stocks, bonds, foreign currency, credit loans, and payments. Increasing the market's opening requires improving the degree of free use of the renminbi, and the level of convertibility of the RMB. That means we have to further reform the foreign currency management mechanism. But that doesn't mean 100% free use or convertibility. So, in doing this we need to be able to handle problems such as international balances and the mechanism by which the exchange rate is set.”

Zhou stressed in his speech the fact that China now has close connections with the Belt and Road countries, which have companies with promising development prospects but no way to make IPO listings. He said the further liberalization of renminbi use could also help high-quality foreign companies list in Shanghai by using China Depository Receipts. Other delegates emphasized different aspects of China's liberalization and how they could also help the host country.

周小川在演讲中强调了中国现在与一带一路国家之间的紧密联系，这些国家的企业有发展前景，但却没有上市的途径。他表示，借助中国存托凭证进一步推动人民币国际化，也可以帮助高质量的外国企业在上海上市。其他代表也强调了中国不同方面的自由化以及它们能够如何帮助东道国。

“I think as it moves forward now, there are further great opportunities, probably the greatest of which is the engagement in the climate change and net zero campaign. This is a global challenge and China and Shanghai have a particularly strong role to play as the biggest emitters. And we want to work very much with London on this going forward.”

“我认为随着自贸区的发展，还有进一步的巨大机遇，其中最重要的可能是参与气候变化和净零排放行动。这是一个全球性挑战。中国是最大的碳排放国，在这个方面，中国和上海发挥着特别重要的作用。我们希望（上海）与伦敦在这方面进行深入合作。”

China now has more than 20 pilot free trade zones, and Shanghai as the forerunner has provided much experience for the others. Ge Haijiao, Chairman of the Bank of China said that the zone in Shanghai has generated and provided more than 300 regulatory innovations, and that the bank is now working to strike a balance between financial sector liberalization and keeping risks at bay.

中国已经设立了20多个自由贸易试验区，作为先行者的上海为其他试验区提供了丰富的经验。中国银行董事长葛海蛟表示，上海的自贸区已经产生并提供了300多项监管创新，该银行目前正在努力在金融业自由化和风险控制之间取得平衡。

Data from the People's Bank of China shows that in March this year, the 96 banks in Shanghai reporting cross-border renminbi settlements handled a trade volume worth more than 2 trillion yuan.

中国人民银行的数据显示，今年3月，上海报送了跨境人民币结算的96家银行累计结算了价值超过2万亿元的贸易量。
