Dr. Hall holds a PhD in Economics and talks through economic signal theory and how it applies to getting a certification. Essentially, getting a certification can signal that you are a strong candidate. The harder it is to ascertain the certification, the stronger signal that certification sends. For example, a "certificate of completion" when you finish up a LinkedIn course does not send nearly as strong of a signal as passing a certification exam.
