Andrew discusses where and when to use a subdomain vs a subfolder.
They serve different purposes and have different reasons for either one so there needs to be more scope etc. For e.g. a blog for me should always be contained in a subfolder (i.e blog) so the content is given credit to the respective domain. But in QUORA's example. a sub domain makes sense for example; andrewglyntzos.quora.com
Therefore QUORA is essentially saying, that your content is your content and treated entirely separate from the parent domain (quota.com).
There are also ways to use HTML for optimising your site for different languages:

It also makes sense for your languages to be setup on sub domains, separated from your parent domain.
For e.g
en.domain.com (English version)
fr.domain.com (French version)
