When a road is newly built or generally overhauled, it is given a new fine surface. It may not be very thick, but it has a fine structure so that you can drive over it beautifully. Because the surface is so smooth, there is hardly any friction and you can make very good progress. It is different where a road is damaged, has potholes or grooves and cracks.
