Rain is considered bad weather. Probably because you can't see the sun when it's raining. But both are necessary for us to survive. The necessary moisture has to come from somewhere for all the plants to get their food. After all, we water the plants at home, and if you asked them, they would probably not see it as punishment or bad weather, but as grateful refreshment, the satisfaction of a need, namely thirst. It is interesting that we do not describe our own need, the thirst that is quenched by the rain, as bad, but we do describe the rain that quenches our thirst as bad. We humans often have a tendency to know exactly what is good for us - but let's face it, we are often wrong, and in retrospect we realise that what we originally thought was bad was a blessing in disguise.
