We humans are emotional beings. This can be seen when we observe our behaviour in relationships: we can rejoice with others and share in their joy and success, but also sympathise with their pain, disappointments and adversities that they experience. In cases of injustice, we often react very strongly and not only demand justice, but also revenge-driven retribution. So it is good that authorities have moderate power of disposition. For example, a referee can only penalise a brutal foul with a red card, but not with a fine or prison sentence. This would require a higher authority. This strengthens and protects justice and prevents revenge. Otherwise there would be a risk of a spiral of violence. This is perhaps a comforting thought in case you experience injustice and the desire for revenge provokes you and tries to persuade you that you have to stand by and watch all of this helplessly.
