Give credit where credit is due. You may have used this yourself. The point is that those who deserve something by virtue of their authority, merit or other qualifications should receive it. So the state should get the taxes it is entitled to because the law says so. Whether we agree with that or not, or whether we want to give the money in the amount demanded or not - that is not the point. Similarly, whether we give someone recognition or praise should not be influenced by our mood or attitude towards that person. Many people today find this difficult, and the spirit of the age is more like this: I act or give when I am convinced or when I feel like it. So the momentary and subjective judgement decides. But that's not right. By the way, the original quote comes from the Apostle Paul, who wrote this instruction in the 13th chapter of a letter to the Christians in Rome.
