The justice system failed Celeste Manno's family by not providing adequate protection despite multiple reports of stalking and harassment. The Victorian Law Reform Commission's report made several recommendations, including improving legal aid and support mechanisms for victims, dedicated training for law enforcement, and revising personal safety prevention orders to better prioritize cases outside of family violence. However, none of these recommendations have been implemented since the report's publication.
Initially, Luay Seiko sent love letters and professing his obsession with Celeste Manno. As time went on, his messages became more sexually explicit, angry, and desperate. After being served with an intervention order, he breached it by sending a three-and-a-half-page letter pleading for her to drop the order, which escalated to stalking and ultimately murder.
Celeste Manno's murder had a profound impact on her family, leading to significant emotional and psychological trauma. Her mother, Aggie, felt immense guilt and wished she had been killed instead of her daughter. Her brother, Alessandro, struggled with showing emotion and found it difficult to celebrate milestones. The family dynamic changed, and they no longer celebrated holidays or significant events as they once did.
Luay Seiko was sentenced to 36 years in prison with parole eligibility in 30 years. This sentence was considered inadequate because it was seen as too lenient for a premeditated murder case, especially given the lack of remorse shown by Seiko and the high risk of reoffending. The family and many others felt it did not reflect the severity of the crime and failed to deter future similar offenses.
